The Certificate 3 Guarantee is targeted at Certificate III qualifications because they are considered the entry-level qualification most often needed to gain employment in many industry sectors.
Foundation skills and lower level vocational qualifications may also be delivered based on the learning needs of the student.
Given the benefits that accrue to individuals from training, students undertaking Certificate III training and non-concessional students undertaking lower level training, will be required to contribute to the costs of their training through a co-contribution fee.
To be eligible for Certificate 3 Guarantee funding, prospective students must:
- • be aged 15 years or older
- • permanently reside in Queensland
- • be no longer at school (with the exception of school students in Years 10, 11 and 12 undertaking a VET in School (VETiS) program — see the VETiS web site for more information)
- • be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen
- • not be enrolled in a qualification (not including foundation skills training)
- • not hold a Certificate III or higher-level qualification (not including qualifications completed at school and foundation skills training)
Student fee contribution
Given the benefits that accrue to individuals from training, students undertaking Certificate III training and non-concessional students undertaking lower level training, will be required to contribute to the costs of their training through a co-contribution fee. The fee may be paid on behalf of the student by the employer or a third party, but cannot be paid or waived by the Registered Training Provider.
Concessional Status
Concessional student status applies when:
- • the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care or Pensioner Concession Card and is named on the card
- • the student is an Aboriginal or Torres Strait Islander
- • the student has a disability
- • the student is an adult prisoner
