Construction Skills Queensland (CSQ) Funding
Construction Skills Queensland (CSQ) is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.
CSQ provides funding to reduce the financial obstacle to training, making upskilling an affordable option for many more individuals in the construction industry.
CSQ contributes towards the cost of courses to reduce the cost to participants. CSQ funding is paid directly to the contracted RTO, generally between 75% and 100% of course costs. If you are currently working in the Queensland building and construction industry or if you are an unemployed eligible worker, you may be eligible for CSQ funded training to advance or expand your skill.
To be eligible for CSQ funding, prospective students must:
- Be an eligible worker – either:
- Employed (or self-employed) and substantially engaged in the Queensland Building and Construction industry; or
- Unemployed for less than six (6) months, from a role substantially engaged in the Queensland Building and Construction industry
- Have appropriate rights to work – either as:
- An Australian or New Zealand citizen, or a Permanent Resident of Australia
- A valid Visa Holder who has been employed in the Queensland Building and Construction industry for a period of six (6) months or more
- International Student Visas are not acceptable for this purpose
- Not fall into one of the following categories:
- An employee of an Authority
- Currently enrolled and participating in a Queensland secondary school program
- A contracted trainer or assessor or existing worker of a Registered Training Organisation (RTO)
- Funded by an authority for delivery of the same training undertaken as part of the program
- Seeking a Verification of Competency

Short Course Program
The Short Courses Program offers targeted training in key competencies to help workers and businesses address specific skills needs.
Participants must:
- Not already hold the unit of competency (unless identified by CSQ as Refresher Training)
- Not be funded for more than eight (8) units of competency in the program term, or three (3) High Risk Work Licences, or three (3) mobile plant operator (RIIMPO) units of competency
Skills Assessment and Gap Training Program (Building and Civil Construction)
The Skills Assessment and Gap Training (SAGT) Program helps individuals with strong experience gain formal recognition of their skills and complete gap training to achieve their first nationally recognised Certificate III qualification in building or civil construction.
Participants must:
- Be able to demonstrate Recognition of Prior Learning (RPL) experience in 70% or more competencies required to complete the full qualification, with less than 50% of that 70% through direct credit transfer
- Not be enrolled in more than one (1) CSQ-funded qualification or skill set from the funded Higher Qualifications, Skill Sets or Skills Assessment and Gap Training (SAGT) during the program term
- Not already hold a Certificate III qualification in Building/Civil Construction
- Not currently be an Apprentice or Trainee
Higher Qualifications Program (Building and Civil Construction)
The Higher Qualifications Program aims to deliver qualifications to workers in the Queensland Building and Construction Industry to expand their knowledge and skills to Certificate IV and above, provide pathways to further learning, and open opportunities to move into higher level and paraprofessionals roles.
Participants must:
- Be trained in at least 50% of the qualification units
- Not be enrolled in more than one (1) CSQ-funded qualification or skill set from the funded Higher Qualifications, Skill Sets or Skills Assessment and Gap Training (SAGT) during the program term
- Not enrol in the same or equivalent qualification (same or past program term)
- Not achieve a qualification where more than 50% of the required units are completed through Recognition of Prior Learning (RPL) or Credit Transfer
- Not currently be an Apprentice or Trainee
Participants may also meet the requirements of an ‘Eligible Worker’ also through:
- Being a worker of an employer in the Building and Construction Industry, if undertaking relevant clerical, administration and professional roles which are not ordinarily considered a CSQ-defined Eligible Worker
Skill Sets Program
The Skill Sets Program is designed to assist eligible workers to obtain QBCC licensing by facilitating access to training in particular skill sets.
Participants must:
- Be trained in at least 50% of the qualification units
- Not be enrolled in more than one (1) CSQ-funded qualification or skill set from the funded Higher Qualifications, Skill Sets or Skills Assessment and Gap Training (SAGT) during the program term
- Not enrol in the same or equivalent Skill Set (same or past program term)
- Not achieve a Skill Set where more than 50% of the required units are completed through Recognition of Prior Learning (RPL) or Credit Transfer
- Not currently be an Apprentice or Trainee
CSQ Funded Courses
AHC30921 Certificate III in Landscape Construction
Individuals with this qualification perform tasks under broad supervision involving a broad range of skills that are applied in a wide variety of contexts. Discretion and judgement in selecting and operating equipment, coordinating resources and applying contingency measures during work.
BSBESB402 Establish legal and risk management requirements of new business ventures
This unit describes the skills and knowledge required to identify and comply with legal and risk management requirements of the business or new business venture, including negotiating, creating and planning for legal contracts used within the business, where required. It applies to those establishing a business providing self-employment, as well as those establishing a new venture as part of a larger organisation.
BSBSUS211 Participate in sustainable work practices
This unit describes the skills andknowledge required to measure, support and find opportunities to improve the sustainability of work practices. It involves measuring sustainable work practices; supporting sustainable work practices; and seeking opportunities to improve sustainable work practices.
